This meant inclusion of Russia into the International Event announced by the VII UNESCO Conference in Hamburg the aim of which is to make people recognize adult education as a necessary condition of the learning society and to overcome the limited conception of education as visiting universities and colleges. As a result of the International Mobile Institute St. Petersburg Vladivostok a Scientific and Methodic Council on problems of adult education at the Ministry of Education of Russian Federation was established. It united representatives of state, private and public organizations. The second Adult Learners Week which was run in September 2001 in the cities along the Volga allowed us to learn the rich experience and innovational programmes in the sphere of adult education for different categories of population. Russian Association of adult education was established. The aim of the project is to activate the intellectual potential of the country in the period of social and economic changes, to involve the population into the participation of the reforms, consolidation of the united educational space, integration of the domestic and foreign experience in adult education. Peculiarities of the third Week: further development of the international character of the event, its preparation and realization together with the Ukraine (and active participation of other countries); widening of the groups of participants by running the Week in Federal Regions; activation of the previously reached positive sides of the event, i.e.: consideration of the space factor; combination of the formal, non-formal and informal education; scientific and methodic accompaniment; improvement of the social partnership mechanism; development of the education, science and production integration processes on this basis; better coordination and preparation by the Scientific and Methodic Council on problems of adult education; realization of the event in several stages: 1. Seminar Rural School in the context of social dialogue, the programme Rural University. Velikij Novgorod, 14-18 May 2002 (in the framework of Beautiful Schools International). 2, . Presentation of projects in Federal regions and training of volunteers from Russia and the Ukraine. 6-9 June 2002, St. Petersburg, in the framework of the Russian Forum Social Support of the Population. 3. Realisation of the event in Federal Regions, May, September October 2002. 4. Final seminar in Anapa, 26 September 3 October 2002. Evaluation of quality of education.
