"GLOBALISATION AND REGIONAL DEVELOPMENT"

The International ESVA Foundation (IESVA) in co-operation with the Association of Polish Adult Educators (Warsaw), and the Czestochowa School of Tourism and Hospitality Management organises an international symposium on the challenges of globalisation to adult education from the perspective of regional development.BACKGROUNDS
It is generally realised that globalisation is not limited to the sphere of economics. It encompasses also rapid societal changes entailing the transformation of social, cultural and political institutions that have been established in the past. Simultaneously it is compelling people to change their ways of life, to acquire the knowledge, competencies and confidence that enable them to practice active citizenship and to participate in society as well as in the labour market. It is also generally realised that, as a consequence, learning throughout individual life became a necessity whereas it is a key component of government policies dealing with the effects of globalisation.
People all over the world are confronted with the effects of globalisation. In the post-totalitarian countries of Central and Eastern Europe (CEE), however, the historical process of transition from dictatorship to democracy and to free market economy complicates these. Moreover, the European integration, in particular the enlargement of the European Union to the CEE countries, implies a considerable challenge both to the EU and the CEE countries. Enlargement will increase the EU's heterogeneity whereas the CEE countries have to match political, legal, economic, environmental, etc., criteria of admission.
Basically, globalisation, transition and European integration are challenges not so much to countries as to the people in CEE. Answering these effectively means learning to solve the problems arising from the changes, learning to participate in society, learning to be employable.
The changes that are taking place in the concerned region of Europe present challenges particularly to adult educators. Already in the early 90s, shortly after the collapse of the communist system, adult educators realised that they had to change their agenda, to transform existing institutions of adult education, and to create new ones. The once centralised, uniform educational infrastructure has given way to a varied field consisting for a great part of non-governmental educational agencies. The courses offered by these tended mostly to provide the students with the skills necessary in a market economy. In the early period of transition, this kind of reaction to changes was obvious. Not less obvious is, however, that the development of human resource demands more than reacting to actual changes.
The 2001 ESVA Poland focuses on questions concerning the improvement of adult education practice in the CEE countries from the perspectives of social cohesion and competitiveness. In this context, special attention will be paid to regional development partly because imbalances between regions cause social inequality and threaten social cohesion, partly because especially cross-border regional development is important with regard to European integration. ESVA is the abbreviation of European Symposium on Voluntary Associations, being an international network of scholars, practitioners and others involved or interested in the role of voluntary associations, often called NGOs, as learning environments. It came into being as a result of Dutch-Hungarian co-operation that started years before the collapse of Communism. A manifestation of this co-operation was a Hungarian-Dutch symposium that took place in 1984 in Hungary. In the following years bilateral symposia have been held in Hungary and in the Netherlands. Because they attracted attention in other countries as well, the meetings got a European character. The first European symposium took place in 1989 in Hungary and was followed by symposia in the Netherlands (1990) the Soviet Union (1991), Poland (1992), Estonia (1993), Romania (1994), Denmark (1995), Finland (1996), Lithuania (1997) and in Hungary again (1998). Participants have attended ESVA meetings not only from Europe, but also from Australia, Canada and the United States. The ESVA was, furthermore, involved in the organisation of conferences concerning youth information in the new, Europe (the Netherlands, 1991) and ethnic conflicts and co-operation (1991 United States, 1992 Russia).INTERNATIONAL ESVA FOUNDATION
The International ESVA Foundation (IESVA) is a grass-roots non-profit organisation under Netherlands law. It has an international board and its secretariat is established in Budapest. The IESVA has been called into being to sustain the activities of the ESVA by the furthering of
a.. research and education,
b.. the transfer of knowledge and dissemination of and information,
c.. communication and co-operation within the ESVA itself and with other NG0s as well as with local, national and international authorities and profit organisations.
The International ESVA Foundation publishes books, the independent ESVA News, and the ESVA Yearbook. It presents, moreover, the IESVA Comenius Award to an educator or scholar for outstanding performance in adult education. At the 1997 ESVA Lithuania, the award has been presented to Professor Peter Jarvis (United Kingdom). The 1998 recipient was Paul Bélanger, secretary general of the UNESCO Institute for Education. In 2000, Professor Otto Feinstein, Wayne State University (Detroit, USA) has been awarded. The presentation took place during the international conference The Politics of Inclusion: Globalization and Civic Literacy, held in October in Detroit. PARTICIPATION
Participants in the 2001 ESVA Poland are invited to discuss the challenges to adult learning and education in their work. They are invited to exchange information, knowledge and experience also through the presentation of papers in workshops describing and analysing educational practices in the context of globalisation, transition and European integration. Presenting a paper is, however, not a precondition to participation. As experience of many years within the ESVA network shows, discussions, informal talks, exchange of information are at least as important as keynote lectures and papers.PROVISIONAL PROGRAMME

CONGRESS VENUE :The 2001 ESVA Poland takes place in Potok Zloty, near by the famous pilgrimage place Czestochowa. The participants as well as the conference are accommodated in the comfortable Hotel Kmicic. Participants arriving by plane in Warsaw on time (until 2 p.m. on Friday) will be transported by bus to the hotel. Details will be included in the next conference massage in September.POST-CONFERENCE PROGRAMMES
The old royal town Crakow and the former Nazi concentration camp Auschwitz are not far from Potok Zloty. Following the conference, visits to these places can be arranged.
