Dear Mr. Brown,

 Your e-mail letter of September 14th, 2000 addressed to Foreign
Minister Joseph Fischer has been received. The minister has asked me to
answer on his behalf.

 The German government strongly endorses the importance of the work
of UNESCO and the UNESCO Institute for Education (UIE) in Hamburg in the
field of adult education. Unfortunately, due to financial guidelines and
budget restrictions, Germany sees itself under the obligation to gradually
reduce its voluntary contributions to the UIE until 2004. UNESCO has been
notified of this decision. The Director General and his staff are now
seeking ways and means to secure the continuation of the work of the UIE.
Germany and the city of Hamburg are ready to continue to contribute to the
work of the UIE, but additional funds will have to be found by UNESCO.

 The interest that you demonstrate in the work of the UIE and the
importance you attribute to CONFINTEA V 1997 in Hamburg are clearly of high
value in the process of restructuring the financial basis of the UIE.
